District Improvement Plan
Beginning in March 2021, Superintendent Dr. Goodin and central office directors spent time analyzing instructional practices - to include student data, leadership capacity, professional capacity, operational effectiveness, and community engagement. The purpose was to establish school and district improvement goals, ensuring they directly or indirectly benefit Sampson County Schools’ students.
As a result, a framework for continuous improvement was developed with a clear, targeted sense of purpose that empowers staff toward a common vision of high expectations, student opportunities, and professional culture.

Low Performing Schools Improvement Plans
Low Performing Schools in North Carolina are defined by the NC General Assembly and are based on the School Performance Grade and EVAAS growth.
“Low-performing schools are those that receive a school performance grade of D or F and a school growth score of "met expected growth" or "not met expected growth" as defined by G.S. 115C-83.15.” (G.S. 115C-105.37(a)).
One of the requirements of the law is the development of a school plan for improvement that specifically addresses the strategies the school will implement to improve both the School Performance Grade and School Growth designation. These final plans are shared with the public, including parents, guardians, and staff, and are made available through the local district website and the NCDPI website.

Based on end-of-year test results from the 2021-2022 school year, NC DPI identified five schools in Sampson County as low-performing for the 2022-2023 school year. They are Roseboro Elementary, Union Intermediate, Hobbton Middle, Roseboro-Salemburg Middle, and Union Middle.
